    Argentina's default and the lack of dire consequences

    We analyze the 2001 Argentine default on its foreign debt and its consequences in terms of the existing literature on sovereign debt default. It is our purpose to evaluate this experience and to see to what extent the Argentine case requires a re-thinking on the nature and consequences of defaults. We show that the Argentine case contradicts many of their standard predictions, in particular its posterior lack of access to international credit, restriction to international trade and negative economic growth. Moreover, it corroborates the historical fact that many defaulters “get away with it.

    GTD analysis of airborne antennas radiating in the presence of lossy dielectric layers

    The patterns of monopole or aperture antennas mounted on a perfectly conducting convex surface radiating in the presence of a dielectric or metal plate are computed. The geometrical theory of diffraction is used to analyze the radiating system and extended here to include diffraction by flat dielectric slabs. Modified edge diffraction coefficients valid for wedges whose walls are lossy or lossless thin dielectric or perfectly conducting plates are developed. The width of the dielectric plates cannot exceed a quarter of a wavelength in free space, and the interior angle of the wedge is assumed to be close to 0 deg or 180 deg. Systematic methods for computing the individual components of the total high frequency field are discussed. The accuracy of the solutions is demonstrated by comparisons with measured results, where a 2 lambda by 4 lambda prolate spheroid is used as the convex surface. A jump or kink appears in the calculated pattern when higher order terms that are important are not included in the final solution. The most immediate application of the results presented here is in the modelling of structures such as aircraft which are composed of nonmetallic parts that play a significant role in the pattern

    Simulation of an enhanced TCAS 2 system in operation

    Described is a computer simulation of a Boeing 737 aircraft equipped with an enhanced Traffic and Collision Avoidance System (TCAS II). In particular, an algorithm is developed which permits the computer simulation of the tracking of a target airplane by a Boeing 373 which has a TCAS II array mounted on top of its fuselage. This algorithm has four main components: namely, the target path, the noise source, the alpha-beta filter, and threat detection. The implementation of each of these four components is described. Furthermore, the areas where the present algorithm needs to be improved are also mentioned

    A study of a collision avoidance system mounted on a curved ground plane

    Research conducted on a traffic advisory and collision avoidance system (TCAS 2) mounted on a curved ground plane is described. It is found that a curved finite ground plane can be used as a good simulation model for the fuselage of an aircraft but may not be good enough to model a whole aircraft due to the shadowing of the vertical stabilizer, wings, etc. The surface curvature of this curved disc significantly affects the monopulse characteristics in the azimuth plane but not as much in the elevation plane. These variations of the monopulse characteristics verify the need of a lookup table for the 64 azimuth beam positions. The best location of a TCAS 2 array on a Boeing 737 is to move it as far from the vertical stabilizer as possible

    Modelling and performance analysis of four and eight element TCAS

    This semi-annual report describes the work performed during the period September 1989 through March 1990. The first section presents a description of the effect of the engines of the Boeing 737-200 on the performance of a bottom mounted eight-element traffic alert and collision avoidance system (TCAS). The second section deals exclusively with a four element TCAS antenna. The model obtained to simulate the four element TCAS and new algorithms developed for studying its performance are described. The effect of location on its performance when mounted on top of a Boeing 737-200 operating at 1060 MHz is discussed. It was found that the four element TCAS generally does not perform as well as the eight element TCAS III

    A holistic approach to enhance the use of neglected and underutilized species: the case of Andean grains in Bolivia and Peru

    The IFAD-NUS project, implemented over the course of a decade in two phases, represents the first UN-supported global effort on neglected and underutilized species (NUS). This initiative, deployed and tested a holistic and innovative value chain framework using multi-stakeholder, participatory, inter-disciplinary, pro-poor gender- and nutrition-sensitive approaches. The project has been linking aspects often dealt with separately by R&D, such as genetic diversity, selection, cultivation, harvest, value addition, marketing, and final use, with the goal to contribute to conservation, better incomes, and improved nutrition and strengthened livelihood resilience. The project contributed to the greater conservation of Andean grains and their associated indigenous knowledge, through promoting wider use of their diversity by value chain actors, adoption of best cultivation practices, development of improved varieties, dissemination of high quality seed, and capacity development. Reduced drudgery in harvest and postharvest operations, and increased food safety were achieved through technological innovations. Development of innovative food products and inclusion of Andean grains in school meal programs is projected to have had a positive nutrition outcome for targeted communities. Increased income was recorded for all value chain actors, along with strengthened networking skills and self-reliance in marketing. The holistic approach taken in this study is advocated as an effective strategy to enhance the use of other neglected and underutilized species for conservation and livelihood benefits

    Consistency of WIMP Dark Matter as radiative neutrino mass messenger

    The scotogenic scenario provides an attractive approach to both Dark Matter and neutrino mass generation, in which the same symmetry that stabilises Dark Matter also ensures the radiative seesaw origin of neutrino mass. However the simplest scenario may suffer from inconsistencies arising from the spontaneous breaking of the underlying Z2\mathbb{Z}_2 symmetry. Here we show that the singlet-triplet extension of the simplest model naturally avoids this problem due to the presence of scalar triplets neutral under the Z2\mathbb{Z}_2 which affect the evolution of the couplings in the scalar sector. The scenario offers good prospects for direct WIMP Dark Matter detection through the nuclear recoil method.Comment: 16 pages, 7 figure

    Constraint-based sequence mining using constraint programming

    The goal of constraint-based sequence mining is to find sequences of symbols that are included in a large number of input sequences and that satisfy some constraints specified by the user. Many constraints have been proposed in the literature, but a general framework is still missing. We investigate the use of constraint programming as general framework for this task. We first identify four categories of constraints that are applicable to sequence mining. We then propose two constraint programming formulations. The first formulation introduces a new global constraint called exists-embedding. This formulation is the most efficient but does not support one type of constraint. To support such constraints, we develop a second formulation that is more general but incurs more overhead. Both formulations can use the projected database technique used in specialised algorithms.
